Diogo Duarte de Campos

Diogo is a partner and head of the Public Law practice, with over 20 years of experience in administrative law, public contracts, public procurement, and construction. He has extensive expertise in litigation before state courts and arbitration, both as a lawyer and arbitrator.

He has advised on major infrastructure projects across Portugal, Angola, Mozambique, Cape Verde, and São Tomé and Príncipe, particularly in the construction, transport, real estate, energy, and water sectors. In Portugal, he has worked on some of the largest public tenders, concessions, privatisations, and public-private partnerships.

A former university lecturer for 10 years, Diogo holds a master’s in legal-economic sciences and continues to collaborate with higher education institutions. He is the author of several works in his areas of expertise and serves as an arbitrator in multiple arbitration centres. Additionally, he is Chair of the Management Committee of Concordia and President of APMEP’s Supervisory Board.
