Holliness Lumbi is a legal advisor specialising in infrastructure, energy, and public-private partnerships. She leads the Projects, Energy & Infrastructure practice at Ashitiva Advocates LLP.
She advises on the structuring, negotiation, and delivery of complex transactions, focusing on large infrastructure projects, PPP transactions and renewable energy projects. She advises clients across all transactional and regulatory aspects of a project from concept through to financial close. Her experience spans project finance, concession agreements, EPC and O&M contracting, consortium and shareholder agreements, government-support measures, and public-procurement and regulatory frameworks.
With more than a decade of experience advising governments, institutional investors, and multilateral agencies, Holliness has worked on mandates in the following sectors: transport (including rail, toll roads, shipyards, inland ports, and special economic zones), renewable energy (geothermal, hydropower, wind, and solar), and transmission infrastructure. Her portfolio also includes advisory on carbon transactions and carbon-credit initiatives.
She has acted on both government-led and privately initiated proposals under Kenya’s evolving PPP framework and regularly supports cross-border teams on project structuring, risk allocation, and implementation. She has served as legal advisor on several landmark projects in Kenya and is deeply passionate about structuring projects that advance Africa’s infrastructure transformation.
Holliness holds an MBA from Strathmore University, a Pan-African eMBA from IESE Business School (Spain), an LL.B from the University of Nairobi, and a Postgraduate Diploma from the Kenya School of Law.
