Terry Brown
Managing Director, Jackson Rowe, UK

Shadleigh Terence ‘Terry’ Brown, MSc LLM FRICS FCIArb APAEWE, is a Chartered Quantity Surveyor and an exceptionally knowledgeable Quantum and Delay Expert. He has been appointed as a testifying Expert Witness in several jurisdictions in Arbitration and in the High Court. Terry has developed an outstanding level of technical capability with an encyclopaedic and intimate knowledge of the complete construction cycle. This has made him a well-respected and sought after expert in his field. Terry has also successfully represented clients in construction disputes and has acted as Senior Counsel in several high value arbitrations.

Terry has held senior roles in the procurement and delivery of major infrastructure projects, including ports, roads, bridges, dams, rail and multiple power generation projects – fossil fuel and green energy projects, including wind, solar and BESS.

Of himself he says:

“I am a construction expert, because I managed teams to successfully deliver more than $5 billion in projects over a period of 26 years. I programmed and quantified more than $1.5 billion worth of construction work. I have built high-rise, low rise, tunnels, ports, hotels, hospitals, housing, dams, highways, bridges, power stations, warehouses, factories, and everything in between. I have stood atop many buildings in freezing temperatures, in blistering heat and in gale force winds, waiting for that last bucket of concrete.

I have put my hard-earned experience to use as an expert, and I have found that in my field, nothing beats firsthand knowledge.
